Test AXIS camera IR filter

This is a primitve test: take two images: one with IR filter (normal mode during daytime)
and one with the IR filter removed (normal mode during nighttime, black and white only) with exposure hold constant to the values for IRon.
Two difference images IRon-IRoff are generated: one based on a black and white version of IRon and one on the rgb difference.
This test is only performed once every day at 12UTC because the mechanics of the IR filter is guaranteed for 50000cycles only.
